NRW Contract for Kelantan Province (AKSB), Malaysia

Salcon commenced the NRW contract in Kelantan Province (1.3 million population) for AKSB in 2009.  The scope of the project included:

  • Setting up and establishing 200 DMAs covering the whole network
  • Installing the meters, monitoring points and telemetry system
  • Implementing the Netbase Water Distribution Management System integrated with GIS, billing and telemetry
  • Reducing NRW to satisfy AKSB target 

The main responsibility of Crowder was the implementation of Netbase as the Water Distribution Management System, integrated with GIS, billing and telemetry.  Crowder hosted Netbase during the main part of the contract.  We initially mapped, loaded and updated the database with corporate data.  The network was configured in Netbase incrementally as and when data was made available and new DMAs were established.  We provided reports, analysis and guides on the progress and validity of the DMAs and the data. Training was provided in NRW, Netbase applications, managing data updates and in managing leak detection activities and teams using the Netbase Campaigns application.

The quality and performance issues around the GIS data involved Crowder providing technical support to Salcon and AKSB in resolving issues with the GIS Contractor on referencing, standardised table structure and format.

Crowder support following Netbase ‘go-live’ includes supporting Salcon in completing the configuration of Netbase in the remaining programme of establishing DMAs.  Crowder support also includes a strategy for NRW reporting and DMA targeting for leak detection and repair using the Netbase applications.
